Structuration control was one of the essential factors in the success
of our reference Haifa Forum. Due to only about 100 participants
it could be enforced manually by the coordinator, which still was
a rather tough job. For practical size Forums which may reach
sizes of millions, manual enforcement is clearly out of the
question.
There does not exist a slightest idea how to imagine automatic
enforcement, let alone how to conceive, design and implement it.
There are suggestions to divide large Forums into interrelated
"Subforums" of size compatible with manual coordination, but they
seem only to replace the problem with other ones:
-One does not clearly see any efficient structure of, say, 1000
 Subforums of 1000 participants each,
-Manual coordination opens a way to manipulation,
-etc.
Structuration control in real size Forums seems to be one of the
serious bottlenecks on the way to Democracy.
